when my Mother was alive, she liked me to take her shopping. she used a cane to walk (bad knees) and we had a motorized scooter which she would use in the stores. Often though, she would be stubborn or not want the scooter, so I would drop her at the door of the store (Dollar Tree for example) and then park the car. I would park it in the handicap spot and then walk in. I always did that (even when I felt a little awkward) because I knew when we would come out of the store, that my Mom wouldn't wait for me to go and get the car, but say she could walk to it. So i would plan ahead, and parking in the handicap spot made her trip the shortest.

I have seen on TV reporters do stories on handicap parking and it being abused. The abusers always run away or cop an attitude when confronted, lie or act sooo important. The ones who need it always seem straightforward and business like in their response. I was prepared with my answer. just never got to say it.
sorry for you that some people think all handicaps are so blatantly physically obvious. i think most people get it. also, i think a lot of people watch and look because they become suspicious of it being abused and want to make sure that the person using the spot actually needs it.
